BRIEF HISTORY
of the State Committee of the Republic of Uzbekistan on Demonopolization and Competition Development

First antimonopoly agency in Uzbekistan was organized in 1992 as a Department of the Ministry of Finance on Antimonopoly and Price Policy. The Department kept control over compliance of demands of antitrust laws.

In 1996 the Department was reorganized into the State committee on demonopolization and developing competition under the Ministry of Finance of the Republic of Uzbekistan and even though the committee remained under the jurisdiction of the Ministry of Finance, antimonopoly agency was given the status of a legal entity. The main reason for this was that, at first the antimonopoly agency needed support from the Ministry of Finance in carrying out its duties.  At the same time, the Committee was loaded more functions, such as keeping control over compliance with laws on consumer rights protection, regulating natural monopolies and advertising activities.

Thus, in addition to changing its legal status, functions of the Committee have also widened. This is because of the interdependence of four laws. 

In August of 2000, according to the Decree of the President of the Republic of Uzbekistan on “Organizing the State committee of the Republic of Uzbekistan on demonopolization and developing competition ( August 2, 2000 Presidents’ Decree #2676) and the Decree of the Cabinet of Ministers of the Republic of Uzbekistan on “Organizing the activities of State committee of the Republic of Uzbekistan on demonopolization and developing competition” (August 2, 2000 Decree # 300), Antimonopoly Committee was separated from the Ministry of Finance and became an independent State committee.

According to the Decree of the President of the Republic of Uzbekistan on “Organizing the State committee of the Republic of Uzbekistan on demonopolization, support of competition and entrepreneurship” (April 30, 2005 President’s Decree # 3602) and the Decree on “Organizing the activities of State committee of the Republic of Uzbekistan on demonopolization, support of competition and entrepreneurship” (May 2,2005 # 66), antimonopoly agency was reorganized and gained additional jurisdictions of reorganizing economically insufficient, unprofitable ventures and supporting entrepreneurship.
